Harper, who was born on May 18, 2007, in Kansas City, Kansas, died following a brief illness, according to his family. His unexpected passing has left loved ones across several states mourning the loss of a son, brother, friend, and student whose impact reached far beyond the communities he called home.
The son of retired U.S. Army Brigadier General David Clifford Foley and Claire White Foley, Harper spent much of his childhood moving throughout the country as part of a military family. While frequent relocations can present challenges for many young people, family members say Harper embraced each new chapter with determination and optimism.
Over the years, he lived in Kentucky, Texas, Pennsylvania, Washington, Florida, and Kansas, building friendships and creating memories in every community. According to family members, he first stepped onto the soccer field at just three years old and quickly developed a passion for the sport that remained with him throughout his life.
As his family moved from state to state, soccer often provided a sense of continuity and belonging. Through the game, Harper forged friendships, built teamwork skills, and became part of communities wherever he lived.

After graduating from Lansing High School in Kansas in 2025, Harper remained connected to the sport and to the many friendships it had helped create.

Visitation is scheduled from 10 a.m. to 11 a.m. at Brent Baptist Church, followed by a Celebration of Life service at 11 a.m. Burial will take place at Brent City Cemetery.
His brothers, relatives, and close friends will serve as pallbearers, while fraternity brothers and former soccer teammates will be recognized as honorary pallbearers, reflecting the many relationships that shaped his life.
